SHEBOYGAN, Wis. (WHBL) - Former Sheboygan Mayor Bob Ryan has now been formally charged with two misdemeanor counts of 4th degree sexual assault, which allegedly occurred during the drinking binge last July which led to his recall and ultimate defeat. The criminal complaint, filed last week, indicates that the 30 year old victim told investigators in November that she was sitting in a bar in Elkhart Lake last July when Ryan came up behind her and grabbed her breasts on two occasions. Her male companion, Benjamin Kamp, told investigators that when he told Ryan to stop, Ryan replied he could do what he wanted because of who he was. When those same investigators talked with Ryan, he admitted to drinking heavily at the time, and he recalled being confronted by a young woman at the time, but he adamantly denied grabbing the woman’s breasts. The investigation began after the Sheboygan City Council hired a special prosecutor to begin removal proceedings against the mayor. The findings had been turned over to District Attorney Joe DeCecco, who filed the charges last week. Ryan is scheduled to appear in court on April 23rd.
