MANITOWOC, WI (WHBL) - Police in Manitowoc are trying to find a person who bound a cat with duct tape, and threw the animal into the Manitowoc River. A fisherman called police after he found the dead cat floating in the river on Sunday evening. Police said the pet was a larger, older, orange cat that just recently died. Manitowoc County Crime Stoppers is offering a reward of up to 200-dollars for information that leads to the arrest of the cat’s abuser.
