SHEBOYGAN, Wis. (WHBL) - The city of Sheboygan garbage fee discussion is headed to the Finance Committee.  The City Council Tuesday night voted to send the city’s proposed 2013 budget - with the garbage fee - and Mayor Terry Van Akkeren’s Executive Budget - without it - to the Finance Committee.  Finance Chair Don Hammond said the issue needs to be decided so that the "angry outbursts, the slamming of doors, the screaming at department heads, can be eliminated."  Hammond says he doesn't like the fee, but it is needed to balance the budget and that it's the responsible thing to do.  Following Tuesday night's meeting, Van Akkeren said that he agrees it is time to decide the issue.  He said he's been asking for this for the past two weeks.  WHBL asked Van Akkeren if he stands by his promise to veto any budget that contains the fee.  He said that depends on what happens in Finance.
