MANITOWOC, WI (WHBL) - Manitowoc County is considering closing its Juvenile Detention Center and housing juvenile offenders in Sheboygan County.  Executive Bob Ziegelbauer says current numbers and future projections are low and the county would be better off renting space from Sheboygan County.  Sheriff Robert Hermann says Ziegelbauer hasn’t figured in all of the costs such as transportation of juveniles and caseworkers and unemployment benefits for laid off workers.  Hermann has called for a special meeting to further study the proposal.
