SHEBOYGAN, Wis. (WHBL) - The Sheboygan County Sheriff’s Department has identified the victim in that single-car crash near Sheboygan Falls Thursday.  Lt. Mark Rupnik said he is 21 year old Cody Wuestenhagen-Progar, of Kiel.  Wuestenhagen-Progar was driving a car that left Highway 28 just south of Falls and slammed into a tree.  A passing motorist spotted the car around 6:30 Thursday morning and called the Sheriff’s Department.  Rupnik said they still don’t know when the fatal mishap occurred.  The vehicle’s air-bags had deployed and Wuestenhagen-Progar was dead at the wheel.
